Título: Real Estate Valuation Index for Sinop: Strategy and Tool for Market Analysis.

Resumo: Price measurement in the real estate market represents a recurring challenge in urban and economic analyses, given the diversity of attributes that influence property values. The municipality of Sinop, despite its rapid growth, faces urban challenges such as dispersed occupation and uneven land appreciation, which makes it relevant to develop a tool capable of revealing valuation patterns. To address this complexity, hedonic pricing models have become consolidated as a tool capable of decomposing property values according to their characteristics. This study aimed to develop software that integrates a real estate valuation index based on a hedonic model, applied to the city of Sinop, Mato Grosso. The system was designed to automate the collection of property data advertised on digital platforms, qualify the collected information, estimate prices, and generate comparative indicators to support decision-making. The methodology comprised six stages: bibliographic review and prospective study; construction of the SWOT Matrix and Business Model Canvas; structuring of the hedonic model; analysis of factors associated with prices; software development; and registration of the computer program with the National Institute of Industrial Property (INPI). As a result, software was developed to perform automated collection of real estate data, organize records, support information qualification, integrate the hedonic model, and generate the Real Estate Valuation Index (IVI). The estimated model indicated greater consistency for the variables property size, number of bathrooms, property type, and location aggregated by urban zone. The IVI converted estimated prices into a comparative measure, while the temporal IVI made it possible to monitor monthly fluctuations during the analyzed period. The SWOT Matrix, the business model, and the registration of the computer program with INPI were also completed. It is concluded that the research contributed to the analysis of the real estate market in Sinop by integrating automated data collection, statistical modeling, and software into a solution applied to the generation of real estate indicators.

Título: Legislação Municipal de Inovação: Estudo Sistêmico e Proposta Normativa para Nova Mutum – MT

Resumo: A inovação tecnológica é um dos principais vetores de desenvolvimento socioeconômico contemporâneo, com impacto direto na competitividade territorial e na capacidade de enfrentar desafios sociais complexos. No Brasil há um conjunto de instrumentos legislativos de incentivo à inovação em nível nacional, assim como o estado de Mato Grosso já possui sua legislação de inovação estruturada. No entanto, no nível municipal, as políticas públicas de inovação ainda carecem de integração, planejamento de longo prazo e mecanismos de avaliação consistentes. Esse cenário também se observa em Nova Mutum (MT), que, apesar de possuir instrumentos normativos relacionados à inovação, não dispõe de uma política municipal estruturada capaz de articular de forma sistêmica atores e iniciativas. Diante disso, este trabalho tem como objetivo propor um marco normativo para a Política Municipal de Inovação de Nova Mutum, contribuindo para a consolidação de uma estratégia local de desenvolvimento inovador. A metodologia adota uma abordagem qualitativa de caráter exploratório-descritivo, estruturada em quatro etapas: (i) revisão bibliográfica e documental, incluindo análise sistemática de dissertações e teses sobre políticas municipais de inovação com análise temática; (ii) pesquisa documental telematizada em municípios de Mato Grosso com análise temática; (iii) caracterização do ambiente da pesquisa por meio de análise documental e grupos focais; e (iv) desenvolvimento e validação de uma minuta de política municipal de inovação junto ao Conselho Municipal de Ciência, Tecnologia e Inovação, por meio de entrevistas semiestruturadas. Os resultados apontam para a fragmentação normativa existente no município de Nova Mutum, constatou-se a existência de instrumentos legais relacionados ao Parque Tecnológico, ao Programa Inova Mutum e ao Conselho Municipal de Ciência, Tecnologia e Inovação, ainda com baixo nível de integração e efetividade prática. Ao final, consolida-se a proposição de uma minuta de lei construída de forma participativa, validada com os atores institucionais.

Título: Promoting Innovation through the State’s Purchasing Power in Brazilian Federal Universities: A Support Guide for Public Procurement of Innovation.

Resumo: This final project analyzes the applicability of public procurement for innovation (CPI) in federal universities, exploring its potential as an instrument to foster innovation development in Brazil. The analysis focuses on the use of the state's purchasing power, highlighting the acquisition modalities aimed at research and development (R&D): the Technological Order (ETEC) and the Public Contract for Innovative Solutions (CPSI). The research adopts an exploratory-descriptive, applied design, combining qualitative and quantitative methods, based on the Design Science Research (DSR) of Peffers et al. (2007), with the following steps: i) problem identification; ii) definition of expected results; iii) design and development; iv) demonstration; v) evaluation; and vi) communication. In step 1, partial results were obtained: (i) Systematic Literature Review with 12 articles analyzed using the CIMO (Context-Intervention-Mechanism-Result) logic; (ii) documentary analysis of 17 legal provisions and 40 acts published in the Official Gazette of the Union; (iii) field research at UFMT: an online questionnaire for CGC/UFMT managers confirmed incipient knowledge of ETEC/CPSI and identified practical barriers. In stage 2, a summary table was constructed that consolidates the relevant legislation, opportunities, regulatory and operational challenges, and best practices for CPI, organizing the information objectively to support the development of the Guide. Stages 3 to 6 will involve a new questionnaire and a focus group, the results of which will guide the final content of the Guide, followed by training and evaluation of the artifact, concluding this study.

Título: Intellectual Property Management: Systematization of Technological Outputs from UNEMAT’s professional graduate programs

Resumo: This research aimed to systematize the technical and technological outputs produced by the professional postgraduate programs at the State University of Mato Grosso (UNEMAT), for cataloging purposes and identification of potential for intellectual property protection or public dissemination. The motivation arose from the lack of standardized institutional mechanisms for intellectual property (IP) management at the university, which limits the visibility and protection of the produced assets. The methodology used was Design Science Research (DSR), whose stages included problem identification, objective definition, development and application of a digital artifact, evaluation, and communication of results. The study systematized 508 technical and technological productions linked to the stricto sensu postgraduate programs between 2015 and 2024, with 208 originating from the Sinop campus. The productions were organized in a structured database containing information on authorship, date, title, abstract, keywords, category, subtype, and possibility of intellectual property protection. The classification followed previously defined frameworks, considering the applicable legal regime, duration of protection, responsible agencies, and links to documentation. The results include the structured registration of the productions, organization of information for protection requests, and support for institutional actions related to IP. Additionally, a guide was developed with instructions for completing the proposed form for future registrations.

Resumo: The Mato Grosso State University (UNEMAT) is a well-established higher education institution in the state. Building on the work of AGINOV, UNEMAT's innovation development agency, to strengthen its regional presence, the university has created various innovation environments on its campuses in the state of Mato Grosso. Within the Brazilian university context, these environments play a strategic role in fostering an entrepreneurial culture and fostering innovation practices within the academic community and other stakeholders in the ecosystem. Therefore, the objective of this research project is to propose a model for an innovation-promoting environment (API) and entrepreneurship, tailored to the institutional and territorial context of UNEMAT's Sinop Campus. The methodology will be qualitative in nature, with exploratory and descriptive objectives. The research will be documentary, bibliographical, and field-based. The research population will be the academic community, businesspeople, and municipal government representatives, and probabilistic sampling will be used. Data collection will be conducted through interviews, using a semi-structured script and a recorder. With the participants' prior consent, the interview will be audio-recorded for later transcription and categorical data analysis. The research has been approved by the Research Ethics Committee (CEP) according to opinion number 7,299,240 and Certificate of Presentation of Ethical Appreciation (CAAE) number 84274824.3.0000.5166. With the development of this project, based on the guidance proposed in the methodology, the intended results are the preparation of the dissertation, a scientific article submitted to a journal with Qualis B3 or B2 and also, a technological product, being a conclusive technical report on the innovation and entrepreneurship environment of UNEMAT, Campus Sinop.

Título: Impact evaluation of the Technological Reference Unit (URT) on adoption of sustainable integrated production systems in Mato Grosso

Resumo: The Technology Reference Unit (URT) is a modality of technology transfer (TT) that demonstrates a practical application of the Crop-Livestock Integration (ICL) system, with expected impacts of an increase in adoption rate of integrated systems. This study evaluated the impact of URT presence on ICL adoption in Mato Grosso using a staggered-entry Difference-in-Differences (DD) model and the estimator proposed by Callaway and Sant’Anna (2021). This estimator calculates the Average Treatment Effect on the Treated (ATT) by combining Inverse Probability Weighting (IPW) with regression adjustment. Results show that the presence of a URT in a municipality increased the area devoted to ICL by approximately 11,000 hectares compared to the counterfactual scenario (i.e., absence of a URT). When neighboring municipalities were included as the URT’s area of influence, the estimated ATT suggests an additional increase of about 3,300 hectares. In proportional terms, URT presence raised the agricultural area under ICL by 11 percentage points relative to the untreated scenario. However, when the analysis was extended to the area of influence, the ATT was not statistically significant. We conclude that URT presence contributed significantly to the expansion of ICL area in the municipalities studied, confirming the effectiveness of this technology-transfer modality in promoting sustainable production systems. A SWOT analysis and a Business Model Canvas did not identify any significant barriers to URT implementation, which was carried out through partnerships without generating direct revenues or costs.

Resumo: The objective of this study is to analyze the level of technological maturity (TRL) of projects in the Agribusiness area at the State University of Mato Grosso (UNEMAT).  As a research methodology, it was qualitative and quantitative in nature, with a descriptive and explanatory objective. As for the type, documentary research and case study. For this, the research universe was UNEMAT, the sample was made up of the institution's 13 campuses, with project publications and research reports linked to the agribusiness area being the object of analysis. For analysis, the Technological Maturity Level Scale (TRL) was used, considering 9 levels ranging from basic research (TRL 1) to commercial implementation (TRL 9), to classify the technological maturity of the research. To construct the theoretical review chapter, a study was carried out using the bibliometric technique in the Web of Science database (CAPES, 2024), searching for “Technology Readiness Levels” (TRL) OR “Manufacturing Readiness Levels” (MRL), to identify publications over the last 10 years, with the aim of knowing the annual frequencies of article publications, authors, affiliations, countries, areas, languages and, frequency of citations and mention of studies most cited by other authors. Therefore, it emphasizes that it is not yet part of this work, however, the analysis is under construction, according to the following stages: in the first phase, data collection was carried out with the Dean of Research and Postgraduate Studies (PRPPG) from UNEMAT, which provided information and documents related to institutionalized research groups, ongoing projects and number of teachers per campus. Next, AGINOV's Intellectual Property portfolio, 2022 edition, was analyzed to verify the institution's technological showcase, including data on patents, computer programs, cultivars and innovation environments.

Resumo: As universidades desempenham um papel central no estímulo ao desenvolvimento e à inovação,alinhando suas pesquisas às necessidades regionais. O estudo teve como objetivo desenvolveras diretrizes para a gestão e controle da Propriedade Intelectual (PI) de uma universidademulticampi do Estado de Mato Grosso visando promover a inovação. Para a conduçãometodológica empregou-se o método Design Science Research, seguindo as etapas: i)levantamento do problema, etapa realizada em colaboração com a Agência de Inovação daUniversidade do Estado de Mato Grosso (AGINOV); ii) revisão da literatura: para acompreensão dos modelos teóricos existentes para a gestão de PI; iii) localização de artefatospor meio da análise de documentos relacionados à gestão da PI e entrevistas com representantesdos Núcleos de Inovação Tecnológicos (NIT) de universidades multicampi; iv) soluçõessatisfatórias: proposição e validação do artefato por meio da realização de um grupo focal. Osresultados obtidos na pesquisa evidenciam os distintos processos de gestão da PIimplementados nas universidades selecionadas, estabelecendo um elo entre os Núcleos deInovação e os diferentes campi. A partir das evidências coletadas foi delineada uma propostade processo para gestão da PI na universidade com a criação de um Comitê de Inovação naunidade multicampi, com o objetivo de articular e impulsionar as atividades relacionadas àinovação. Ficou evidenciado, por meio do processo de gestão delineado, que o Comitê deInovação fornece o suporte necessário aos pesquisadores no que tange a questões de gestão econtrole de PI e fomento ao empreendedorismo, no campus que participou do teste piloto.

Resumo: O presente trabalho tem como principal objetivo realizar um relatório técnico conclusivo com a proposição de uma política de inovação voltada para centros universitários privados. Para tal objetivo foi realizado levantamento dos itens do guia de orientação para elaboração da política de inovação das ICTS, além da análise situacional de ações que fomentam o empreendedorismo e inovação na instituição de ensino na qual o estudo foi realizado e, por último, comparou-se políticas de inovação já existentes em instituições de ensino de caráter administrativo privado. O trabalho teve uma abordagem qualitativa e seu objetivo foi exploratório e descritivo. Quanto aos procedimentos metodológicos, foi realizada uma revisão sistemática acerca dos núcleos de inovação tecnológicas e políticas de inovação em instituições de ensino. O segundo passo foi realizar uma análise documental das políticas de inovação existentes em instituições de ensino privadas extraindo seus objetivos, diretrizes e ações realizadas. Por último foi realizado um estudo de caso na Unifasipe entendendo potenciais tecnológicos da instituição. Os principais resultados evidenciam uma lacuna teórica sobre políticas de inovação em instituições de ensino superior privadas, bem como a elaboração da proposta da política de inovação para o centro universitário Unifasipe considerando a realidade regional, a administração da instituição e os cursos de graduação que a mesma oferece.
